PJ Flags Off New Rules Training for Judicial Officers in Eastern Uganda

The Principal Judge, Dr. Flavian Zeija, today presided over the opening ceremony of a two-day training of more than 40 Judicial Officers from Uganda's Eastern Region on the new Rules and Practice Directions at Mbale Resort Hotel in Mbale City.

The Principal Judge emphasized the significance of the training in aligning with the amended Constitution's mandate for fair and timely justice. 

He said strict adherence to the new Rules would streamline case management, reduce backlog, and improve public trust.

Additionally, he urged the Judicial Officers to actively manage court records by regularly checking the Court Case Administration System (CCAS) rather than solely relying on court clerks.

Justice Damalie N. Lwanga, the Executive Director, emphasized that the training was aimed at equipping officers with the knowledge and skills necessary for implementing the new Rules. She also acknowledged support from Judiciary's Top Management and the Judicial Training Institute for organizing the training.

Justice Lubega Farouq, the Resident Judge Mbale High Court Circuit underscored the importance of understanding the new Rules to keep judicial processes relevant and effective.

"I believe that this training will help in ensuring that our processes remain relevant and sufficient," he said.

He also thanked the Judicial Training Institute for taking the training to Mbale.

HW Prossy Katushabe, Registrar JTI and HW Mulalira Faisal Umar, Deputy Registrar JTI are moderators of the training.

The Rules for which the Judicial Officers are being trained on are;

  2. The Constitution (Bail Guidelines for the Courts of Judicature) (Practice  Directions L.N No. 8 of 2022.
  3. The Judicature (Plea Bargain) Rules, 2016.
